Ruth B. Welborn, Ph.D.

Dr. Ruth B. Welborn’s commitment to the education of healthcare professionals has focused both in the healthcare delivery service setting and the higher education academic setting. Having received a Diploma in Nursing from Jewish Hospital School of Nursing in St. Louis, Missouri and a Bachelor of Science in Nursing from the University of Texas Medical Branch at Galveston, she continued advanced study completing a M.A. from the University of Texas at San Antonio and her Ph.D. from Texas A&M University at College Station, Texas. At Texas State University-San Marcos, she has served in a number of leadership positions including Chair of the Departments of Allied Health Sciences and Health Administration and Associate Dean of the College of Health Professions. She holds the rank of Professor in the School of Health Administration at Texas State. Her research has focused on the healthcare delivery models with funded grant activities totaling over $9 million dollars. Currently, she is serving as President of the Texas Society of Allied Health Professions and is an ASAHP Board Director.
Aspirations for the Association include: continue to work with ASAHP to represent the allied health professions through legislative, policy and service activities; explore with ASAHP’s leadership strategies to close the gaps in the educational pipeline for the preparation of allied health professions; advance the research and scholarly activities as they relate to the allied health professions; explore with the membership specific activities and programs to promote the health of individuals and groups along with disease prevention; and to create the attractiveness of academic leadership roles in the academy, therefore increasing the pool of qualified faculty for the allied health educational programs.
ASAHP Activities:
- Elected to ASAHP’s Board of Directors 2008-Present and is Board Liaison to the Accreditation Committee, the Task Force on Clinical Education, and co-chair of the Task Force on Economies of Scale.
- Since becoming dean at Texas State in 2003, I have participated in the spring leadership meetings and the annual conferences of ASAHP.
- After a number of years of seeking funds to join as an Institutional Member of ASAHP, I received funding support from the university to become an Institutional Member in 2004 with continued support to present.
- After obtaining data from the various university entities, I responded to the requested information for the Institutional Profile Survey Reports.
- Having joined the College of Health Deans, I have participated in attendance at the summer meetings and now serve as an officer.
Other relevant experience:
- Member and Current President, Texas Society of Allied Health Professions.
- Board Member, Central Texas Medical Center.
- Applied and obtained funding from the U.S. Dept. of Health and Human Services, Scholarships for Disadvantaged Students for Clinical Laboratory Science, Communication Disorders (Speech-Pathology) and Physical Therapy in the amount of $797,066.
- Participated in review for national re-accreditation of the allied health professions to include: clinical laboratory science, communication disorders, health administration, health information management, physical therapy, radiation therapy, and respiratory care.
- Maintained teaching, scholarship, and services activities to support faculty rank of Professor.
