EFFORTS TO KEEP TUITION COSTS UNDER CONTROL

Legislatures have three policy levers at their disposal when developing higher education finance policy: tuition, general appropriations, and financial aid. Although no state has yet developed a comprehensive solution that keeps tuition costs under control and makes it possible for less well-off students to attend college, an article in State Legislatures Magazine, a publication of the National Conference of State Legislatures, describes various efforts that are underway.
